Any move is likely to involve United paying a fee, but Laws believes Sharp is well worth it.
He told the Scunthorpe Telegraph: "At the moment we are still negotiating with Sheffield United.
"But we are confident that we can come to a conclusion over the next 48 hours, and I hope he'll be a player with us before Saturday's game.
"If that is the case, it won't be on loan either.
"We're interested in more than just taking him on loan and Sheffield are prepared to listen to offers for him."
Sharp has moved down the pecking order following the signing of several older strikers at Bramall Lane this summer, despite firing in seven goals in six games during pre-season.
Laws added"He is young and is certainly a player that can carry on improving. I've spoken to a lot of people about him, people who have watched him a lot and everybody believes he is going to get even better.
"He's had an excellent pre-season and so is bang in form at the moment too."
