The Republic of Ireland defender follows Michael Collins to Glanford Park in the second transfer this week.
Nolan, 21, signed for Preston in January 2009 from Blackburn Rovers.
The defender, who can play anywhere along the back four, made 35 league starts for Preston but fell out of favour under manager Darren Ferguson and was transfer-listed following a six-month loan spell at Sheffield Wednesday last term.
