The former Wimbledon and Tottenham keeper has only featured five times at Elland Road this season, and has been told he has no place in boss Dennis Wise's plans.
He will play for Rovers until January 1, and the 34-year-old may join them on a full-time basis if he impresses.
Sullivan will make his debut when Brighton visit Belle Vue on Saturday.
