West Bromwich Albion are believed to be leading the chase for the 21-year-old's signature.
According to his agent Nick Rubery, Williams has asked to leave because he wants long-term security.
"He has only 12 months left to run down on his current contract - for a player of his ability that is not acceptable," he told the Scunthorpe Telegraph.
