The 31-year-old left-back is the second player to sign for the U's since the end of last season, following the capture of Matt Heath from Leeds United.
Lockwood only moved to Forest last summer after spending the previous nine seasons with Leyton Orient.
However, he made only 12 appearances for Colin Calderwood's side as Forest won promotion to the Championship.
