The 28-year-old, who made 127 appearances in his three seasons with the club, turned a new Turf Moor deal down on Friday.
"We offered John a new deal and unfortunately we cannot agree terms," the Clarets boss Owen Coyle told the club's official website.
"Subsequently, he'll be moving on and we wish him well in his career elsewhere."
