Wilson, 48, parted company with Pools last week and succeeds Maurice Malpas who was axed in November.
The Robins failed to win any of their seven matches while caretaker boss David Byrne was in charge of the first team and are currently just above the League One relegation zone.
Wilson's first game in charge will be Sunday's League One visit of Brighton to the County Ground.
